Dupuy reminds us that “the terrible thing about a disaster is that not only do we not believe that it will happen, even though we have every reason to know that it will happen, but that once it has happened it appears to be part of the normal order of things. Its very reality makes it commonplace”:

– The Covid-19 “epidemic” began in China in December 2019, but the WHO did not sound the “pandemic” alarm until March 11, 2020!

– The WHO and government doctrine regarding the recommendation of masks to be worn by the public evolved during the coronavirus outbreak. In the early days, WHO claimed that masks were unnecessary. France followed suit by claiming, during March 2020, that masks were unnecessary for the public. They then changed this position on May 11, making it mandatory on public transport, in certain working circumstances (see the OPBTP guide from April 15) and recommending it in areas where several people may have close contact. This use complemented the barrier gestures and rules of physical distancing, especially for healthy or asymptomatic people.

– In some companies, the internal prevention system was not organized in time.

– The labor code required companies to do so, and the preventive function was very effective in some organizations.

– The study stage on the vulnerability of human and economic issues was insufficiently completed, which delayed the implementation of real prevention measures.
